Query

Please provide an overview of corruption and anti-corruption in Côte d’Ivoire with a focus on the police, judiciary, tax and customs administrations and public procurement.

Summary

Since the end of the 2010-2011 post-electoral conflict, Côte d’Ivoire has achieved political stabilisation, rapid economic growth and notable improvements in its formal anti-corruption framework. However, progress has been uneven, and international governance indicators and public-opinion and enterprise surveys continue to identify significant corruption concerns. Bribery ranges from informal payments for routine services to schemes intended to secure regulatory or commercial advantages, while embezzlement involves officials at different levels, including senior officeholders and managers of public service entities. Across the sectors examined, including police, tax and customs administration, judiciary and public procurement, corruption is enabled by official discretion, weak oversight, political interference and limited transparency.
