Summary

While direct evidence is limited, there are indications that Côte d’Ivoire’s expanding green sector faces corruption risks. Evidence taken from related sectors in Côte d’Ivoire, other countries and the available evidence on the green sector points to risks of politicised decision-making, procurement collusion, bribery, illegal logging, wildlife trafficking and weak land governance. These vulnerabilities could undermine renewable energy, conservation and reforestation investments.

Mitigation measures include transparent procurement and licencing, stronger independent oversight, timber traceability, coordinated enforcement and meaningful community participation, while respecting land rights and ensuring accessible livelihoods for forest dependent populations during the country’s climate transition.
