Many changes have taken place in Ukrainian public procurements during the second half of 2017. The majority of innovations continued the reforms initiated in the previous analysis periods.

In particular, the Parliament adopted the draft law No. 4738-d determining the procedure for monitoring procurements by State Audit Service of Ukraine and TI Ukraine presented a pilot version of risk indicators.

Regarding statistics of ProZorro e-procurement system, the number and the expected value of completed purchases continued to increase. As compared to the first half of 2017, the number of procurements rose by 20%, and the expected value – by 5.4%. However, the competition rate stagnated at 2.7 for open tenders, the main procedure for procuring in Ukraine, and the economy for this procedure shrank to 6,6%.

TI Ukraine does not expect these figures to improve without overcoming the current problems, such as avoidance of open tenders by the contracting authorities and low efficiency of the controlling authorities.
